The National Environmental Complaints Committee (NECC) was established under the Environmental Management and Coordination Act of 1999. Its primary mandate is to investigate environmental complaints and recommend appropriate actions against individuals or entities responsible for environmental degradation. By promoting environmental justice, the NECC plays a crucial role in enhancing public awareness and accountability, thereby ensuring sustainable management of Kenya’s natural resources. Through public interest litigation, it addresses grievances, contributing significantly to the protection of the environment.

Godana Doyo Adhi holds a degree in law from the University of Nairobi, which has been a foundation for his political and administrative career. He served as the first governor of Isiolo County from 2013 to 2017. During his tenure, he focused on infrastructure development, including roads and healthcare improvements in the county. He was cleared of any corruption charges after his term ended. As of August 2024, Doyo was appointed the Chairperson of the National Environmental Complaints Committee, tasked with addressing environmental grievances across Kenya.

Functions
- Investigate environmental complaints against individuals, entities, or authorities, especially concerning pollution and degradation.
- Conduct on-site investigations to verify complaint details, using interviews, observations, and scientific methods.
- Organize public hearings to allow stakeholders to present concerns on environmental issues.
- Engage in public interest litigation on behalf of citizens in environmental matters.
- Recommend policy changes to the Cabinet Secretary for environmental improvements.
- Promote awareness and education on environmental rights and regulations.
- Use alternative dispute resolution methods for resolving conflicts outside of court.
- Support community engagement through CSR activities like tree planting and clean-ups.
- Accept complaints in various formats, including written and oral reports.
- Provide free services, ensuring accessible justice for all Kenyans in environmental matters
