The Anti-Doping Agency of Kenya (ADAK), established under the Anti-Doping Act of 2016, is responsible for implementing anti-doping policies in Kenya. Its mandate includes promoting drug-free sports, conducting doping control, and ensuring compliance with international standards like the World Anti-Doping Code. ADAK works to prevent doping, investigate violations, and protect the integrity of Kenyan athletes. The agency collaborates with national and international bodies, educates athletes, and contributes to research on anti-doping measures. ADAK also prosecutes doping cases and promotes a culture of fair play in sports.

Sarah I. Shibutse holds a Master’s in International Studies (Development Cooperation). She has extensive experience
in sports administration, having worked as a Sports Officer at the Ministry of Sports and Heritage. She joined the Anti-Doping Agency of Kenya (ADAK) in 2015, contributing to anti-doping efforts in Kenya.

Functions
- Promote Drug-Free Sports: Advocate for clean, fair play in Kenyan sports by raising awareness about anti-doping efforts.
- Conduct Doping Tests: Carry out doping control and testing across various sports to detect prohibited substances.
- Ensure Legal Compliance: Ensure that Kenyan athletes and organizations comply with the World Anti-Doping Code.
- Investigate Violations: Handle doping offenses by investigating allegations and prosecuting through the Sports Tribunal or judicial bodies.
- Collaborate with International Bodies: Cooperate with the World Anti-Doping Agency (WADA) and regional organizations to uphold standards.
- Develop Anti-Doping Regulations: Draft and enforce national anti-doping rules consistent with global standards.
- Educate Stakeholders: Educate athletes, coaches, and officials on the harmful effects and legal consequences of doping.
- Contribute to Anti-Doping Research: Support scientific research into doping control methods and prevention techniques.
- Prevent Doping in Non-Competitive Sports: Address doping issues not only in elite sports but also in recreational activities.
- Collaborate with Government Agencies: Work alongside health and law enforcement agencies to fight doping at all levels of sports.
