Overview

The Unclaimed Financial Assets Authority (UFAA) was established under the Unclaimed Financial Assets Act, No. 40 of 2011 and began operations in 2014. It is responsible for receiving, safeguarding, and reuniting unclaimed financial assets with their rightful owners. UFAA ensures compliance by institutions holding unclaimed assets, educates the public on asset recovery, and manages a central database for unclaimed funds. The Authority also advises the government on policies related to unclaimed assets. By promoting transparency and accountability, UFAA enhances public trust and financial sector integrity in Kenya.

Mrs. Caroline Chirchir has extensive experience in human resource management across the financial and service sectors. She previously held senior roles at SMEP Microfinance Bank, Kenya Bankers SACCO, and Rentokil Initial Kenya. She holds a Master’s in Counseling Psychology (Daystar) and a Bachelor’s in Business Management
(Sunderland, UK).

Functions

  • Receiving and Safeguarding Unclaimed Assets – Collects and securely holds unclaimed financial assets from institutions.
  • Reuniting Assets with Rightful Owners – Facilitates the identification and return of assets to beneficiaries.
  • Ensuring Compliance – Enforces the Unclaimed Financial Assets Act, No. 40 of 2011 among asset holders.
  • Managing the Unclaimed Assets Trust Fund – Oversees the proper management and investment of unclaimed funds.
  • Maintaining a Central Database – Keeps records of unclaimed financial assets for easy tracking.
  • Creating Public Awareness – Educates the public on unclaimed assets and recovery processes.
  • Investigating Unclaimed Assets – Identifies and recovers undisclosed or mismanaged assets.
  • Advising the Government – Provides policy recommendations on unclaimed financial assets management.
  • Collaborating with Stakeholders – Works with financial institutions, regulators, and the public to enhance compliance.
  • Promoting Transparency and Accountability – Ensures ethical handling and reporting of unclaimed assets.
