The Scrap Metal Council (SMC) was established under the Scrap Metal Act, No. 531 of 2015 and began its operations in 2016. Its primary mandate is to regulate the scrap metal industry in Kenya, promoting economic growth while safeguarding public health and the environment. The council implements measures to prevent vandalism and theft of infrastructure, facilitates investment in the sector, and manages licensing and public complaints. By ensuring compliance with the Basel Convention, the SMC aims to enhance the sustainability and safety of the scrap metal trade in the country.

Mr. David K. Rono is the current Acting CEO of the Scrap Metal Council (SMC) in Kenya. He holds a Master’s degree in Business Administration from the University of Nairobi and has extensive experience in governance and strategic planning within regulatory frameworks. His leadership focuses on enhancing the scrap metal industry’s compliance and operational efficiency.
