The Kenya Law Reform Commission (KLRC) is a statutory body established under the Kenya Law Reform Commission Act, 2013. Its primary mandate is to review and reform Kenya’s laws to ensure they are modern, relevant, and harmonized with the Constitution. The Commission advises the government on legal matters, prepares new legislation, and promotes public participation in the law-making process. Additionally, KLRC collaborates with various stakeholders to facilitate legal education and awareness, ensuring that the legal framework adapts to the evolving needs of Kenyan society.

Joash Dache is an Advocate of the High Court of Kenya and a Certified Public Secretary (CPS-K). He holds an LL.M. from Monash University, an LL.B. from the University of Nairobi, a Diploma in Law from KSL, and a Certificate in Legislative Drafting from the University of London.

Functions
- Review Existing Laws: Analyze and identify outdated, inconsistent, or redundant laws for amendment or repeal.
- Align Laws with the Constitution: Ensure that all legal frameworks conform to the Constitution of Kenya, 2010.
- Draft New Legislation: Assist in drafting proposed laws, amendments, and subsidiary legislation.
- Research on Legal Issues: Conduct comprehensive studies to inform law reform and policy development.
- Public Participation: Facilitate consultations to incorporate public and stakeholder views in legal reforms.
- Promote Legal Awareness: Educate the public and stakeholders on law reform processes and outcomes.
- Policy Advisory Role: Provide expert legal advice to the government on legislative and policy matters.
- Monitor Implementation: Track the effectiveness and impact of reformed laws on society.
- Support Legislative Bodies: Offer technical assistance to Parliament and other institutions in legal matters.
- Collaborate with Partners: Work with local and international organizations to enhance legal systems and reforms.
