The Council of Ministers is a key decision-making body within the East African Community (EAC), established under the Treaty for the Establishment of the EAC. It consists of ministers responsible for EAC affairs from each partner state. The Council is tasked with overseeing the implementation of policies, decisions, and programs initiated by the EAC Summit. It coordinates regional activities, ensures the proper functioning of EAC organs, and advises the Summit on integration issues. The Council plays a central role in promoting regional cooperation and advancing the EAC’s objectives.
Chairperson : Beatrice Asukul Moe
Beatrice Asukul Moe is the Cabinet Secretary for the Ministry of East African Community and Regional Affairs, Kenya, and Chairperson of the EAC Council of Ministers. With extensive experience in regional integration, she is committed to advancing Kenya’s interests in the East African Community and promoting regional cooperation for sustainable development.

Functions
- Policy Implementation: Oversees the implementation of decisions and policies adopted by the Summit of Heads of State.
- Regional Coordination: Coordinates the activities of the EAC organs and institutions to ensure smooth operations.
- Advisory Role: Advises the Summit on matters related to regional integration and policy directions.
- Preparation of Budget: Prepares the annual budget for the EAC and ensures its approval by the Summit.
- Monitoring Progress: Monitors and evaluates the implementation of EAC programs and projects.
- Drafting Protocols and Agreements: Prepares draft protocols, agreements, and other legal instruments for consideration by the Summit.
- Facilitate Decision-Making: Facilitates discussions and decision-making on regional issues affecting the partner states.
- Approve Administrative Matters: Approves administrative matters, including appointments of senior EAC officials.
- Promote Regional Integration: Drives initiatives to promote deeper economic, social, and political integration among partner states.
- Ensure Compliance: Ensures that partner states comply with EAC obligations and commitments, providing solutions when necessary.
