The Civil Aviation Safety and Security Oversight Agency (CASSOA) is a specialized institution of the East African Community (EAC), established under the Protocol on the Establishment of CASSOA. Operational since June 1, 2007, it enhances regional aviation safety and security by harmonizing regulations and overseeing compliance with international standards. CASSOA supports EAC Partner States in achieving uniformity in civil aviation practices, promotes capacity building, and ensures adherence to International Civil Aviation Organization (ICAO) guidelines. It plays a pivotal role in fostering a safe, secure, and efficient aviation sector within the EAC region.

Functions

  • Aviation Safety Oversight: Ensure compliance with international aviation safety standards across the EAC region.
  • Aviation Security Oversight: Monitor and enforce security regulations to safeguard civil aviation.
  • Harmonization of Regulations: Develop and implement uniform safety and security regulations for all member states.
  • Training and Capacity Building: Provide training programs to strengthen the technical capabilities of member states’ aviation authorities.
  • Audit and Inspection: Conduct audits and inspections of aviation operations to ensure adherence to ICAO standards.
  • Promoting Air Navigation Safety: Facilitate the improvement of air navigation services to enhance safety and efficiency.
  • Accident Investigation: Coordinate and assist in investigating aviation accidents and incidents within the region.
  • Regional Cooperation: Foster collaboration among EAC member states and with international organizations like ICAO.
  • Aviation Infrastructure Development: Support the development and modernization of aviation infrastructure within the EAC.
  • Certification and Licensing: Provide oversight and ensure the proper certification and licensing of aviation personnel and organizations.
