The National Drought Management Authority (NDMA) was established to coordinate drought risk management and enhance resilience in Kenya, particularly in arid and semi-arid areas. Initially operational from 2011, the NDMA works to mitigate drought impacts through early warning systems, preparedness programs, and response strategies. The authority was formally legalized under the National Drought Management Authority Act, 2016, which solidified its mandate and functions. NDMA’s efforts focus on improving food security, protecting livelihoods, and reducing the vulnerability of communities to drought, ensuring sustainable management of resources in drought-prone regions of Kenya.

CEO: Hared Hassan Adan Lt Col (Rtd)

Hared Hassan Adan, Lt Col (Rtd), is the CEO of the National Drought Management Authority (NDMA). He holds a Master’s degree in Project Planning and Management and a Bachelor’s in Social Sciences. With over 20 years of military and development experience, he has led initiatives in drought resilience, disaster response, and community empowerment.

Functions

  • Drought Monitoring: Develop and maintain early warning systems to monitor drought conditions and predict its occurrence.
  • Response Coordination: Lead and coordinate national and regional drought response efforts to ensure timely interventions.
  • Risk Reduction: Promote strategies for reducing drought vulnerability, including drought-resistant livelihoods and resource management.
  • Resource Mobilization: Secure funding and resources to support drought preparedness and response initiatives.
  • Community Engagement: Work with local communities to build capacity and resilience against drought impacts.
  • Policy Development: Develop and implement policies, strategies, and frameworks for drought management at national and county levels.
  • Data Management: Collect, analyze, and disseminate drought-related data to support decision-making and planning.
  • Advocacy and Awareness: Raise awareness on drought risks and resilience-building through public education and advocacy.
  • Capacity Building: Strengthen the technical skills and capacities of stakeholders involved in drought management, including local governments.
  • Collaboration: Facilitate collaboration with other government agencies, NGOs, and international partners for coordinated drought management efforts.
