National Drought Emergency Fund

Overview

The National Drought Emergency Fund (NDEF) was established under the National Drought Management Authority Act, 2016 to support drought preparedness, response, and recovery in Kenya. The Fund, which began operations in 2017, provides financial resources for timely interventions in drought-prone areas, particularly in arid and semi-arid regions. It aims to mitigate the impacts of drought, reduce vulnerability, and enhance resilience by enabling quick action in emergencies. The NDEF is managed by the National Drought Management Authority (NDMA) and plays a critical role in safeguarding livelihoods and food security during drought crises.

Functions

  • Drought Response Financing: Provide financial resources for emergency drought response and relief efforts in affected regions.
  • Preparedness Support: Fund initiatives aimed at building drought preparedness and reducing vulnerability in drought-prone areas.
  • Rapid Response: Ensure the rapid disbursement of funds to enable timely interventions during drought emergencies.
  • Resource Mobilization: Secure additional funding from government, donors, and other stakeholders for drought-related activities.
  • Monitoring and Evaluation: Monitor the effectiveness of drought response projects and assess the impact of interventions.
  • Coordination: Coordinate with other government agencies, NGOs, and international partners in the implementation of drought response programs.
  • Capacity Building: Enhance local capacities to manage drought risks and improve community resilience through financial support.
  • Early Warning Systems: Support the establishment and functioning of drought monitoring and early warning systems.
  • Livelihood Protection: Fund projects that protect livelihoods and promote recovery in drought-affected communities.
  • Advocacy and Awareness: Raise public awareness about the risks of drought and the importance of preparedness and response strategies.
