The National Government Affirmative Action Fund (NGAAF), established under the Public Finance Management Act, 2012, began operations in 2015 to support Kenya’s marginalized and vulnerable groups. Its mandate includes promoting social and economic empowerment through funding community projects, enhancing access to education and healthcare, and supporting youth and women’s empowerment initiatives. NGAAF also facilitates infrastructure development for underserved communities, offers disaster response support, and implements programs for persons with disabilities. Through partnerships with government and private sector entities, NGAAF drives inclusive development and reduces inequalities across Kenya.

Roy Sasaka Telewa, OGW holds a Master’s in Public Administration from Moi University and a Bachelor’s in Business Administration from Kenya Methodist University. With extensive experience in public service, he is dedicated to fostering social equity and community empowerment in Kenya.

Functions

  • Promote Social and Economic Empowerment; Support vulnerable groups, including women, youth, persons with disabilities, the elderly, and children, to enhance their social and economic welfare.
  • Funding Development Projects; Provide funding for community-level development projects aimed at poverty alleviation, access to education, health improvement, and better living conditions.
  • Support Education and Training; Facilitate access to educational opportunities through scholarships, bursaries, and training programs for underprivileged students and young people.
  • Improve Access to Health Services; Implement health programs that improve access to healthcare services, focusing on maternal and child health, preventive care, and health education.
  • Promote Youth Empowerment Initiatives; Support income-generating activities, entrepreneurship, and skills development programs for youth to reduce unemployment and promote self-reliance.
  • Facilitate Gender Equality Initiatives; Implement programs that reduce gender disparities, protect women’s rights, and support female empowerment.
  • Enhance Support for Persons with Disabilities (PWDs); Develop programs that improve the quality of life and access to resources for PWDs, including mobility aid provision and livelihood support.
  • Support Disaster Response and Management; Allocate resources for disaster preparedness, relief, and recovery to assist communities affected by natural disasters or emergencies.
  • Enhance Infrastructure for Marginalized Groups; Invest in infrastructure development, such as constructing and upgrading facilities like schools, health centers, and community centers in underserved areas.
  • Collaborate with Government and Private Sector; Partner with county governments, the private sector, and other stakeholders to implement affirmative action programs and achieve sustainable community development.
