The National Crime Research Centre (NCRC) was established under the National Crime Research Centre Act, Cap 62, in 1997, and began its operations in 2002. It is a state agency mandated to conduct research into the causes of crime in Kenya, with the goal of informing crime prevention strategies and public policy. The NCRC’s functions include analyzing crime trends, advising the government on crime prevention measures, and disseminating its findings to law enforcement and other relevant stakeholders to enhance national security and public safety.
CEO: Dr. Mutuma Ruteere
Dr. Mutuma Ruteere is the CEO of the National Crime Research Centre in Kenya. He holds a PhD in Political Science from the University of Nebraska-Lincoln and a Master’s in Human Rights from the
University of Essex. Dr. Ruteere is a respected expert in policing, human rights, and security, with extensive experience working on governance and security issues. He previously served as the UN Special Rapporteur on Racism, Racial Discrimination, Xenophobia, and Related Intolerance. His
career includes leading complex research projects and advising on police and security reforms in Kenya.

Functions
- Crime Research: Conduct in-depth research on crime, its causes, and its trends in Kenya.
- Policy Advice: Provide research-based recommendations to the government on crime prevention and law enforcement strategies.
- Crime Data Collection: Gather, analyze, and disseminate national crime data to assist stakeholders in policy formulation.
- Crime Prevention Strategies: Develop strategies to address emerging crime threats, including organized crime and terrorism.
- Training and Capacity Building: Facilitate training and capacity building for law enforcement agencies based on research findings.
- Public Education: Conduct public awareness campaigns on crime prevention and the justice system.
- Crime Mapping: Utilize technology to map crime patterns geographically to assist law enforcement agencies.
- Research Collaboration: Partner with local and international institutions to conduct collaborative crime research.
