The National Communications Secretariat (NCS), established in 1999, is responsible for advising the Kenyan government on communications policies. Its mandate includes coordinating the development of the communications sector, overseeing the implementation of national communications strategies, and promoting digital inclusion. The NCS plays a key role in policy formulation, regulatory oversight, and ensuring effective service delivery in the communications sector, which encompasses broadcasting, telecommunications, and postal services. It also facilitates public awareness campaigns and provides guidance on the use of communication technologies to support national development goals.

CEO: Eng. Daniel Onyango Obam

Daniel Onyango Obam is the CEO of the National Communications Secretariat. He holds a BSc in Telecommunications from the University of Nairobi and an MSc in Engineering Management from the University of Southern California. With expertise in ICT policy and regulation, he has contributed to Kenya’s digital transformation, including the digital TV transition.
