The Media Council of Kenya (MCK), established under the Media Council Act No. 20 of 2013, regulates and promotes media freedom in line with Article 34(5) of Kenya’s Constitution. Its mandate includes accrediting journalists, setting and monitoring ethical standards, resolving media disputes, and advising on media education. MCK also conducts annual reviews on media performance, ensures professional journalism, and supports public trust in the media. Its work fosters a vibrant, accountable media environment while safeguarding media independence and upholding the rights of journalists.

David Omwoyo Omwoyo, MBS, is the CEO and Secretary to the Media Council of Kenya. He holds over 15 years of experience in journalism, media training, and management. Before joining MCK, he was the Managing Director of Waumini Communications and the Communications Director for the Kenya Conference of Catholic Bishops. Additionally, he served as Egerton University’s Fundraising and Donor Relations Manager.
His leadership at MCK has been marked by strategic advancements in media regulation and operational efficiency.

Functions
- Promotion of Media Freedom: Safeguards media independence and ensures compliance with Article 34(5) of the Constitution, which guarantees freedom of the press.
- Development of Standards: Establishes, maintains, and enforces ethical and professional standards for journalists, media practitioners, and media enterprises.
- Accreditation Services: Accredits journalists, foreign correspondents, and media outlets, ensuring they operate within recognized professional frameworks.
- Dispute Resolution: Acts as an arbitrator in disputes involving the public, government, and media organizations, resolving complaints against unethical media practices.
- Media Monitoring: Monitors media content to ensure adherence to journalistic ethics, and assesses compliance with laws governing content and reporting.
- Training and Capacity Building: Provides professional training for journalists and advises on media education curricula to promote excellence in journalism.
- Advisory Role: Offers expert advice to the government and stakeholders on media-related policies, laws, and reforms to improve the media landscape.
- Public Awareness Campaigns: Conducts media literacy programs to educate the public on media rights, ethical practices, and responsible consumption of media content.
- Performance Evaluation: Undertakes annual reviews of media performance, including public perception surveys, to evaluate the media’s role in fostering democracy.
- Support for Media Development: Engages in research and initiatives that strengthen media sustainability, innovation, and accountability within the sector
