The Communications Authority of Kenya (CA) was established in 1999 under the Kenya Information and Communications Act, 1998 to regulate the communications sector. Its mandate includes licensing telecommunications, broadcasting, and postal services, managing frequency spectrum, enforcing consumer protection, and promoting ICT development. The CA also fosters universal access to ICT services and ensures the security of Kenya’s cyber environment, driving innovation and economic growth through efficient regulation of the rapidly evolving communications landscape.

David Mugonyi is the Director General and CEO of the Communications Authority of Kenya, appointed in January 2024. With over 20 years of experience in public service, media, and strategic communications, he
previously led strategic communications for the Government of Kenya. He holds a Master’s in International Journalism and degrees from the University of Nairobi.

Functions
- Regulate Telecommunication Services: The CA oversees and licenses telecommunication services to ensure compliance with industry standards.

- Licensing and Monitoring Broadcasting: It licenses broadcasting entities and ensures that broadcasters adhere to regulatory standards.
- Consumer Protection: CA ensures that consumers are protected in the telecommunications and broadcasting sectors.
- Promote Universal Access: It aims to provide widespread access to affordable ICT services across the country.
- Cybersecurity: The CA is involved in securing Kenya’s cyber infrastructure and promoting safe use of the internet.
- Facilitate ICT Development: The Authority drives the development of the ICT sector by implementing policies that foster innovation and infrastructure growth.
- Enforce Content Regulation: It monitors and ensures that content aired through broadcast and digital platforms adheres to national standards.
- Manage Postal Services: The CA also regulates postal and courier services in Kenya, ensuring efficient and reliable delivery systems.
- Advocate for Technological Advancements: It supports the adoption of emerging technologies like 5G, internet of things (IoT), and satellite communications.
