The State Department for Diaspora Affairs in Kenya was established in 2023 following a government restructuring to enhance diaspora engagement. It operates under the Ministry
of Foreign and Diaspora Affairs. Its mandate includes managing Kenya’s relations with its diaspora, promoting their welfare, and leveraging their skills and investments for national development. Key roles involve facilitating access to government services abroad, reducing remittance costs, and fostering technology and skill transfer.

CEO: Principal Secretary Roseline Njogu

Roseline Njogu is the Principal Secretary for the State Department for Diaspora Affairs in Kenya. She holds a Bachelor of Laws (LLB) degree from the University of Nairobi and a Master of Laws (LLM) from Harvard Law School. Before her appointment, Njogu built a career spanning over 15 years, focusing on gender and family law, legal research, and commercial law practice. Additionally, she
served as a law lecturer at institutions like Riara University and Kenyatta University. Her experience reflects a commitment to legal education and public service in various capacities.

Functions

  • Advocate for social benefits portability, allowing diaspora members to retain benefits when they return to Kenya.
  • Strengthen Kenya’s global image by engaging with foreign governments on diaspora-related matters.
  • Align with international migration frameworks, such as the Global Compact for Migration, to safeguard diaspora rights.
  • Facilitate reintegration programs for returning diaspora members into Kenya’s social and economic landscape.
