The National Council for Nomadic Education in Kenya (NACONEK) was established under the Kenya Gazette Supplement No. 161 of 2015, pursuant to the Basic Education Act, 2013, and began operations in 2015. It promotes equitable access to quality education for nomadic and marginalized communities in arid and semi-arid regions. NACONEK focuses on innovative solutions such as mobile schools, infrastructure development, teacher capacity building, and culturally sensitive curricula. The Council aims to bridge education gaps, enhance retention rates, and support community-driven strategies for sustainable education in underserved areas.
CEO: Harun M. Yusuf
Harun M. Yusuf, HSC, holds a Master of Arts in Project Planning from the University of Nairobi and a Bachelor of Education from Moi University. With nearly 20 years of teaching experience, he rose from classroom teacher to Senior Principal and served as Chairman of Garissa County Public Service Board before leading NACONEK.

Functions
- Policy Implementation: Facilitate the implementation of education policies tailored to nomadic and marginalized communities in arid and semi-arid regions.
- Equity in Education Access: Promote equitable access to education for children from nomadic, pastoralist, and underserved communities.
- Innovative Education Solutions: Develop and implement innovative educational models such as mobile schools, boarding schools, and flexible learning programs.
- Infrastructure Development: Support the establishment and improvement of education infrastructure in nomadic regions.
- Curriculum Development: Promote culturally sensitive and context-specific curricula to meet the unique needs of nomadic learners.
- Capacity Building: Train and support teachers, education managers, and stakeholders to improve education delivery in marginalized areas.
- Community Engagement: Work with communities to create awareness of the importance of education and foster local participation.
- Research and Data Collection: Conduct research to identify challenges, trends, and opportunities in nomadic education and provide evidence-based solutions.
- Monitoring and Evaluation: Monitor and evaluate the implementation of education programs to ensure efficiency and effectiveness.
- Advocacy and Partnerships: Advocate for policies and resources to support nomadic education and build partnerships with national and international stakeholders.
