Sectoral Committees

Overview

The Sectoral Committees of the East African Community (EAC) are specialized bodies formed under the Treaty for the Establishment of the EAC. They began operations on January 15, 2001. These committees are responsible for specific sectors such as trade, health, education, infrastructure, and environment. Their main functions include formulating policies, advising the Council of Ministers, and overseeing the implementation of regional programs within their sectors. The committees play a crucial role in advancing regional
integration by addressing sector-specific issues, promoting collaboration, and ensuring alignment with the EAC’s broader goals.

Functions

  • Policy Formulation: Develop policies, strategies, and frameworks for specific sectors like trade, health, and infrastructure.
  • Sectoral Program Implementation: Oversee the implementation of sector-specific programs aligned with EAC objectives.
  • Advisory Role: Advise the Council of Ministers on sectoral matters, offering recommendations on relevant issues.
  • Coordination Across Sectors: Facilitate coordination and cooperation between sectors, ensuring alignment with regional integration goals.
  • Monitor Progress: Monitor the progress of sectoral programs and projects, evaluating their impact and effectiveness.
  • Resource Allocation: Recommend resource allocation and prioritize funding for sectoral programs.
  • Promote Regional Integration: Enhance regional integration through the development of sector-specific initiatives.
  • Address Challenges: Identify and address challenges and barriers within each sector that hinder regional cooperation.
  • Collaborate with Stakeholders: Engage with various stakeholders, including partner states, the private sector, and civil society, to promote sectoral initiatives.
  • Reporting and Recommendations: Regularly report on sectoral activities and make recommendations to the EAC organs for policy improvements.
