The Kenya Institute of Special Education (KISE) was established in 2005 under the Kenya Institute of Special Education Act, No. 12 of 2004. It aims to promote and enhance the education of learners with special needs in Kenya. KISE provides specialized training for teachers, caregivers, and other education professionals, develops relevant curricula, and conducts research to improve the quality of special education. The institute also offers consultancy services to schools and communities, focusing on inclusive education. It plays a critical role in promoting equitable access to education for all students, regardless of their abilities.

CEO: Dr. Norman Kiogora

Dr. Kiogora holds a Bachelor of Education (Arts) and a Master of Education in Educational Administration from the University of Nairobi. He also holds a PhD in
Education and Administration from Maasai Mara University. An outstanding educationist, he has authored scholarly works on educational issues. He has been instrumental in curriculum and educational reform programs, as well as ICT integration in Kenya’s education sector.

Functions

  • Training Personnel: Provide training and professional development for teachers, caregivers, and other education stakeholders working with learners with special needs.
  • Curriculum Development: Develop and adapt specialized curricula to meet the needs of learners with disabilities.
  • Research and Innovation: Conduct research to improve special education practices and strategies.
  • Resource Development: Create and distribute educational materials for learners with special needs.
  • Consultancy Services: Offer consultancy to schools, institutions, and communities on special education matters.
  • Advocacy for Inclusion: Promote inclusive education policies and practices across the education system.
  • Educational Support: Provide support to schools in implementing inclusive education strategies and interventions.
  • Capacity Building: Build the capacity of education professionals in handling diverse learner needs effectively.
  • Public Awareness: Raise awareness on the rights of persons with disabilities and the importance of inclusive education.
  • Collaboration with Stakeholders: Collaborate with government agencies, NGOs, and other organizations to improve the quality of special education in Kenya.
