The Kenya National Examinations Council (KNEC), established in 1980, is the national body responsible for overseeing examinations in Kenya. It was formed to localize the administration of exams, previously managed by international bodies, and ensure relevance to Kenya’s education system. Operating under the Kenya National Examinations Council Act, 2012, KNEC develops, administers, and certifies national examinations, including KCPE and KCSE. The council also accredits other examining bodies, maintains examination standards, and safeguards the integrity of Kenya’s education assessment framework,
contributing to the nation’s educational and professional development.

Dr. David Njengere (MBS), CEO of KNEC, holds a PhD, MPhil, and B.Ed. from Moi University. A Hubert Humphrey Fellow, he has expertise in curriculum design and
assessments. Formerly an advisor to Kenya’s Education CS, he contributed to CBC
reforms and has led national, regional, and global education initiatives.

Functions
- Develop and Administer Examinations: Prepare, organize, and conduct national examinations such as the Kenya Certificate of
- Primary Education (KCPE), Kenya Certificate of Secondary Education (KCSE), and other professional and specialized tests.
- Certification of Candidates: Issue certificates and diplomas to individuals who successfully complete examinations, ensuring the credibility of qualifications.
- Accreditation of Examining Bodies: Accredit and supervise other examining institutions in Kenya to ensure conformity with set standards and promote quality assessments.
- Maintain Examination Standards: Establish, review, and monitor examination syllabi, policies, and practices to maintain national and international standards.
- Conduct Research: Undertake educational research to enhance the quality, relevance, and efficiency of examination systems and improve education assessment methodologies.
- Examination Integrity and Security: Implement measures to prevent malpractices, ensure confidentiality, and safeguard the credibility of examination processes and results.
- Regulate Examinations: Formulate and enforce guidelines for administering examinations in schools, colleges, and other institutions to ensure uniformity and fairness.
- Maintain Examination Records: Archive examination results, candidates’ data, and other important records for reference, research, and certification verification purposes.
- Inclusion of Special Needs Candidates: Provide tailored examination services for candidates with special needs, including braille and large print exams, to ensure equity in assessment.
- Policy Advice to Government: Advise the government on education policy matters, particularly those related to examinations, assessment, and certification, to align with national goals.
