The Uwezo Fund was established in 2013 and formalized under Legal Notice No. 21 of the Public Finance Management Act, 2014. Its mandate is to provide affordable credit to youth, women, and persons with disabilities to promote entrepreneurship and job creation. The fund supports registered groups at the constituency level by offering loans with no interest, though a 3% administration fee applies. Additionally, it provides financial literacy, business
development services, and access to government procurement opportunities for beneficiaries.

Prof. Julius Tanui, PhD, has over 20 years of experience in Environmental Geo-information and Sustainable Development. He holds a PhD from Nelson Mandela Metropolitan University. A specialist in environmental education and GIS, he has published 23 papers, led international projects, and received the Moran of the Burning Spear (MBS) award.

Functions

  • Provide Affordable Credit: Offer interest-free loans with only a 3% administrative fee to youth, women, and persons with disabilities.
  • Promote Entrepreneurship: Encourage entrepreneurship by supporting small businesses and community-based enterprises.
  • Enhance Financial Inclusion: Expand access to financial services, especially for marginalized groups.
  • Support Constituency-Level Growth: Disburse loans through constituency offices to foster local economic development.
  • Capacity Building: Provide financial literacy and business development training for beneficiaries.
  • Promote Access to Government Procurement Opportunities: Equip beneficiaries to take advantage of the 30% procurement quota reserved for youth, women, and PWDs.
  • Loan Monitoring and Recovery: Work with constituency committees and local chiefs to ensure loan repayments.
  • Public Awareness Campaigns: Conduct outreach programs to educate the public about fund usage and repayment requirements.
  • Facilitate Social Inclusion: Target underrepresented groups in economic activities to reduce inequality.
  • Promote Accountability and Sustainability: Ensure transparency and accountability through close monitoring of fund usage at constituency and secretariat levels​
