The Sacco Societies Regulatory Authority (SASRA) was established under the Sacco Societies Act, 2008, and began
operations on September 26, 2009. It regulates and supervises deposit-taking SACCOs and specified non-deposit-taking
SACCOs to protect members’ savings and ensure sound financial practices. SASRA licenses SACCOs, enforces compliance with anti-money laundering laws, promotes good governance, and manages risks within the sector. Additionally, it addresses member complaints and ensures transparency in financial reporting, safeguarding the stability and growth of SACCOs in Kenya.

Peter Njuguna is the CEO of the Sacco Societies Regulatory Authority (SASRA). He holds a Bachelor of Science in Mathematics from the University of Nairobi and a Master’s in Management Science from the London School of Economics. With over 20 years of experience, Njuguna has expertise in financial regulation, risk management, and SACCO supervision, having worked with both SASRA and the World Council of Credit Unions (WOCCU).

Functions
- Licensing SACCOs: SASRA licenses SACCOs to conduct deposit-taking business.
- Supervision and Regulation: It oversees both deposit-taking and specified non-deposit-taking SACCOs to ensure compliance with regulations.
- Inspection Powers: SASRA conducts inspections to assess SACCOs’ operations and financial health.
- Financial Reporting Enforcement: SACCOs under its regulation must submit accurate financial records and returns.
- Handling Complaints: SASRA resolves member complaints against SACCOs.
- Risk Management Guidance: The authority guides SACCOs in managing risks to protect members’ deposits.
- Promotion of Governance Standards: It ensures SACCOs adhere to sound governance principles.
- Compliance with Anti-Money Laundering Laws: SASRA enforces compliance with the Proceeds of Crime and Anti-Money Laundering Act.
- Deposit Guarantee Fund: It ensures the proper management of a deposit guarantee fund to safeguard members’ savings.
- Issuance of Directives: SASRA has the authority to issue lawful directives to SACCOs through the relevant Cabinet Secretary.
