The Prisons Enterprise Fund, established under the Prisons (Amendment) Act, 2018, is designed to support the Kenya Prisons Service in its efforts to promote economic self-sufficiency and rehabilitation. The fund manages prison industries, including farms and vocational training programs, aimed at providing inmates with skills for reintegration. Its roles include organizing and managing assets, boosting the production of goods and services.
Functions
- Promoting Self-Sufficiency: Enable Kenya Prisons to generate its own income through prison industries and enterprises.
- Vocational Training: Equip inmates with practical skills like carpentry, tailoring, and agriculture to aid reintegration.
- Management of Prison Assets: Organize and manage prison farms, workshops, and other assets for commercial purposes.
- Inmate Rehabilitation: Focus on holistic rehabilitation, including skill-building and behavioral counseling.
- Enhancing Food Security: Support national food production through the utilization of prison farms.
- Promoting Entrepreneurship: Encourage inmate-led entrepreneurial ventures to prepare them for life after release.
- Contributing to National Development: Align activities with the Big 4 Agenda, especially in areas like affordable housing and manufacturing.
- Revenue Generation: Use funds to enhance the operational capacity of prisons and improve infrastructure.
