The State Department for Correctional Services in Kenya oversees the management and rehabilitation of prisoners, parolees, and
individuals on probation. Its mandate includes securing correctional facilities, ensuring humane treatment, and implementing rehabilitation programs aimed at successful reintegration into society. Key roles include operating Kenya’s prison systems, providing aftercare services, and running vocational training initiatives that equip offenders with skills. It also collaborates with various agencies to support policy development and resource management for correctional and probation services in Kenya.

Dr. Salome Muhia-Beacco, CBS, serves as the Principal Secretary for Kenya’s State Department for Correctional Services. She holds a Bachelor of Laws (LLB) and a Master’s degree in Leadership and
Governance, both from the University of Nairobi, along with a diploma from the Kenya School of Law. With over 25 years of legal experience, Dr. Muhia-Beacco has held roles in insurance and private practice, notably
co-founding Wanyonyi & Muhia Advocates.

Functions

  • Custodial Services: KCS is responsible for the custody and safe keeping of individuals sentenced to prison or remanded in custody by the courts.
  • Rehabilitation and Reintegration: The service works to rehabilitate offenders through educational, vocational, and therapeutic programs, with the goal of reintegrating them into society as productive citizens.
  • Provision of Correctional Programs: The service offers various programs, including skill development (e.g., carpentry, masonry),education (literacy and vocational training), and counseling to support offender rehabilitation.
  • Security Management: Ensuring the security of prison facilities, preventing escapes, and protecting both inmates and staff from harm is a critical function of KCS.
  • Community Reinvestment: KCS promotes the concept of restorative justice, aiming to repair harm caused by criminal actions by involving offenders in community service or restorative processes.
  • Offender Classification: Offenders are classified based on their security risks, needs, and rehabilitation requirements, which helps to determine their placement in suitable facilities or programs.
  • Detention of Remandees: KCS manages individuals who have been remanded into custody pending trial or further legal proceedings, ensuring their rights are protected during this period.
  • Provision of Health Services: KCS is tasked with providing basic healthcare services to offenders, addressing physical and mental health needs to ensure humane treatment and well-being.
  • Promotion of Human Rights and Dignity: KCS adheres to international human rights standards by ensuring humane conditions of confinement and promoting the dignity and rights of offenders.
  • Research and Policy Development: The service conducts research on correctional practices and criminal justice policies to improve the effectiveness of rehabilitation programs and the overall criminal justice system.
