The Kenya Coast Guard Service was established under the Kenya Coast Guard Service Act of 2018 and commenced operations in November 2018. Its primary mandate is to enforce maritime security and safety, protect marine resources, and facilitate marine environmental protection. The service plays a critical role in combating illegal activities such as piracy, smuggling, and illegal fishing. It also collaborates with other maritime stakeholders to enhance maritime governance and ensure effective management of Kenya’s territorial waters.

Bruno I. Shioso, EBS, OGW, is the Director General of the Kenya Coast Guard Service. He holds a Master’s degree in Criminology (Police Leadership and Management) from Leicester University, UK. With a rich background in law enforcement, he has previously served as the police spokesperson and commanded various units within the National Police Service​.

Functions

  • Maritime Security Enforcement: Ensure security in Kenya’s maritime environment, combating piracy, smuggling, and human trafficking.
  • Environmental Protection: Protect marine ecosystems and manage marine environmental issues, including pollution control.
  • Search and Rescue Operations: Conduct search and rescue missions in Kenyan waters to save lives during emergencies.
  • Regulation of Marine Activities: Regulate fishing and other marine-related activities to promote sustainable practices.
  • Collaboration with Other Agencies: Work with national and international maritime organizations for effective governance.
  • Training and Capacity Building: Enhance the skills and capacity of personnel involved in maritime security.
  • Data Collection and Research: Gather and analyze data on maritime activities to inform policy and operational decisions.
  • Public Awareness Campaigns: Educate the public on maritime laws, safety, and environmental protection.
  • Development of Policies: Formulate policies to guide maritime operations and enhance security.
  • Infrastructure Development: Support the development of maritime infrastructure to improve service delivery and effectiveness.
