Agriculture and Food Authority (AFA)

Overview

The Agriculture and Food Authority (AFA) was established under the Agriculture and Food Authority Act, 2013, and began operations on 1st August 2014. It was formed to regulate, promote, and develop agriculture in Kenya by consolidating former sector regulators. AFA oversees key agricultural value chains, ensuring compliance with standards, market development, and sustainability. It comprises directorates for crops such as coffee, tea, sugar, and horticulture. The authority also formulates policies to enhance food security, improve farmer livelihoods, and boost Kenya’s agricultural competitiveness in local and global markets.

CEO: Dr. Bruno Linyiru, OGW

Dr. Bruno holds a PhD in Entrepreneurship from JKUAT, an MBA in Finance, and a Bachelor of Commerce in Accounting from the University of Nairobi. Prior to his current role, he was the Secretary of Trade in the State Department for Trade and Enterprise
Development.

Functions

  • Market Development and Trade Promotion – Facilitates access to both local and international markets, enhancing agricultural competitiveness.
  • Licensing and Compliance Oversight – Issues licenses to sector players, monitors adherence to regulations, and enforces penalties for violations.
  • Value Chain Development – Supports efficient and sustainable production, processing, and distribution of key agricultural products.
  • Quality Control and Food Safety Assurance – Ensures compliance with phytosanitary standards and international quality benchmarks.
  • Research, Innovation, and Technology Adoption – Promotes research-driven solutions and modern farming techniques for improved productivity.
  • Policy Formulation and Implementation – Develops policies that guide sustainable agricultural growth and stakeholder coordination.
  • Data Collection and Sector Analysis – Conducts research, gathers statistics, and provides data-driven insights for decision-making.
  • Farmer Training and Capacity Building – Supports agricultural extension services, equipping farmers with knowledge and best practices.
  • Enhancing Food Security and Sustainability – Promotes climate-smart agriculture, environmental conservation, and food security initiatives.
