The Warehouse Receipt System Council (WRSC) was established under the Warehouse Receipt System Act No. 8 of 2019 and became operational in 2022. Its mandate is to regulate and develop the warehouse receipt system in Kenya, enabling farmers to store commodities in certified warehouses. WRSC helps farmers access credit by using warehouse receipts as collateral, promotes market access, and reduces post-harvest losses. Through partnerships and policy development, the Council has significantly improved structured commodity trading and value chain efficiency in agriculture.

Lucy Komen is the Acting CEO of the Warehouse Receipt System Council (WRSC). She has a background in trade development, with vast experience in agriculture, warehouse management, and value chain development. She has led the Council in key partnerships to improve structured agricultural commodity trading, enhance market access, and reduce post-harvest losses. Komen has also been instrumental in working with financial institutions to enable farmers to access affordable credit using warehouse receipts as collateral.

Functions
- Regulation of Warehouse Operators: Certify and regulate warehouses to ensure they meet the required standards for safe storage of agricultural commodities.
- Issuance of Warehouse Receipts: Facilitate the issuance of warehouse receipts to farmers and traders storing their goods in certified warehouses.
- Promotion of Structured Trade: Encourage structured trading systems to improve transparency and efficiency in commodity markets.
- Market Access Facilitation: Enhance farmers’ access to broader and better markets by providing secure storage and certified quality goods.
- Reduction of Post-Harvest Losses: Implement practices and systems that reduce commodity losses after harvest through proper storage.
- Support Access to Credit: Enable farmers to use warehouse receipts as collateral to access financing from banks and other financial institutions.
- Value Chain Integration: Work with various stakeholders to streamline the agricultural value chain and improve the quality and availability of commodities.
- Training and Capacity Building: Offer training programs to farmers, warehouse operators, and other stakeholders on best practices in commodity storage and trade.
- Policy Development and Enforcement: Develop policies that support the growth of the warehouse receipt system and ensure compliance with regulatory standards.
- Collaboration with Financial Institutions: Partner with banks and microfinance institutions to enhance the financial empowerment of farmers by making credit more accessible
